PAR Government Systems Corporation/Rome Research Corporation (RRC) and the Space and Naval Warfare System Center (SPAWAR, Charleston) are developing and enhancing the Dynamic Open Architecture Radio System (DOARS) as a software defined radio (SDR) in order to achieve a producible interoperable communications system for law enforcement (LE) and public safety (PS).
