Victor Melnikow
Executive Vice President, PAR Government
Victor Melnikow has been a
guiding force with PAR Government since 1987. He has contributed to the company’s growth through the
development of pricing and financial strategy, business modeling, business
management, risk assessment and profit optimization. He has established key company departments and trained
personnel in quantitative techniques for critical business management
functions. In his position as
Executive Vice President, his major tasks include: strategy development and
oversight of all major departments in positioning the Company for future
growth.
After receiving his B.S. in engineering with an emphasis on operations research from Cornell University, Mr. Melnikow joined Colt Industries as part of its three-year Management Career System. With Colt, he gained knowledge and practical experience working in a variety of different industries and functional areas —production control planner with Chandler-Evans (aircraft engine fuel controls and pumps); plant engineer with Trent Tube (seamless steel tubing manufacturer for aircraft hydraulics); and buyer with Menasco (landing gear manufacturer). Mr. Melnikow expanded his knowledge of contract law and project management as a senior subcontracts administrator with Hughes Aircraft Company, Ground Systems Group, in Fullerton, CA. While in California, he completed coursework and received a Certification in Purchasing and Materials Management from UCLA.
Mr. Melnikow was hired by PAR Government as a senior contracts administrator. During his time with PAR, he received an MBA degree from Rensselaer Polytechnic Institute. Mr. Melnikow was promoted through a variety of positions in the contracts, pricing, and finance functions — Contracts Manager; Director of Contracts, Planning & Administration; Controller; Vice President of Finance; Vice President & General Manager; culminating to his current position as Executive Vice President.
