PAR Government, in partnership with ICEYE, Awarded a Prime Spot on a $900M United States Space Force Contract
New Hartford, NY- August 24, 2023 -- - PAR Technology Corporation (NYSE: PAR) today announced that its wholly owned subsidiary PAR Government Systems Corporation, in close partnership with ICEYE US, the leading commercial provider of space-based radar capabilities, has signed a prime contract award for the Proliferated Low Earth Orbit (PLEO) Satellite-Based Services initiative led by the U.S. Space Force. The contract serves as a mechanism for satellite-based services and capabilities to support all domains (space, air, land, maritime, cyber) with consistent, quality backed, low-latency offerings. PAR Government was one of 16 awardees on the PLEO Indefinite Delivery, Indefinite Quantity (ID/IQ) effort, which has a $900M ceiling over five years, with five-year option periods.
Under the direction of Space Systems Command, the ID/IQ effort was orchestrated by the Commercial Satellite Communications Office (CSCO) and is intended to support U.S. Combatant Commands, defense agencies, other federal government agencies, and international coalition partners.“PAR Government is an innovative leader in the development, management, and delivery of critical, tactical-edge capabilities for our nation’s warfighters. We are enabling timely delivery of commercial space-based services and products directly to the mobile platforms being used by our nation’s defenders at the tactical edge. Transitions: PAR Government Names Eric Brunner Executive Director of Mission Systems
Rome NY – PAR Government, a mission-focused company long known for delivering innovative solutions to support and defend the U.S. Government and her allies, has named Eric Brunner Executive Director of Mission Systems for its subsidiary Rome Research Corporation (RRC).
Brunner is taking the helm from Michael Stark who, after a remarkable 20-year-career, has decided to retire. Stark will serve as a consultant to help Brunner through this transition.
“As we transition this top spot from one Navy vet to another, I’m confident RRC will remain in great hands,” said Michael Nelson, President, PAR Government. “Admiral George Anderson once said, ‘The Navy has both a tradition and a future – and we look with pride and confidence in both directions.’ I feel the same about this change. Brunner has invested in the success of our company, and our employees, for 20 years. Under his leadership and guidance, we have expertly provided technical services to the U.S. Department of Defense (DoD) at offices around the globe, centering on strategic communications, satellite control, and information systems. Most recently, Brunner served as Director of Strategic Growth and prior to that served as a program manager specializing in communications programs.
“My success really comes down to the teamwork I’ve seen over the years,” said Brunner. “This promotion comes with the support of many teammates worldwide who are fulfilling Government requirements every day, every hour. It’s not an easy task, for sure. But their constant pursuit of excellence has yielded 85 Defense Information Systems Agency Awards for our customers over the years.”
During Brunner’s tenure as program manager, he maintained the lead capture role for 10 prime and more than 20 vital recompetes encompassing five continents. He also served as site manager at Brunswick, ME, and was selected as RRC Employee of the Year in 2004.

Third Annual “Show and Tell” Event is set for June 14-17 in Adler, MT
Rome NY and Carthage NC, 28 April 2023 – There’s no better way to understand mission critical technologies than to see them in action.
With this in mind, Tough Stump Technologies, a Veteran-owned small business, will host a one-of-a-kind technology rodeo June 14-17 in remote Adler, MT. PAR Government, a leader in situational awareness solutions, will be powering the command center during the event.
“Unlike trade shows that flood the industry this time of year, our Rodeo allows companies to collaborate in very real and very remote conditions, with the closest cell coverage being over 30 minutes away,” explained Ben Brown, co-founder and Chief Operations Officer for Tough Stump. “We liken this event to the ‘Tough Mudder’ of technology as our participants have an opportunity to demonstrate live stress tests in austere conditions.”
The Tough Stump Rodeo is designed for professionals seeking solutions to increase their mission effectiveness while improving the safety of personnel. Rome, New York, 12 January 2023 – PAR Technology Corporation (NYSE: PAR) today announced that the U.S. Navy has awarded its subsidiary, Rome Research Corporation (RRC), a five-year $21 million contract to provide uninterrupted operations and maintenance (O&M) support at Camp Lemonnier, Djibouti, Africa, providing over 90% of Department of Defense (DoD) communications for the entire continent of Africa. RRC has supported the Camp Lemonnier facility since 2012.
“For more than a decade, Rome Research Corporation has provided superior support to the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) site in Djibouti,” Michael Nelson, President of PAR Government, said about its subsidiary’s performance. “Our employees are very passionate about their roles in supporting DoD facilities. Our focus is on applying technology to continuously improve the operational effectiveness of our Nation's warfighters, and we are very excited to continue our partnership with NCTAMS LANT.”
At the NCTAMS LANT site, RRC provides operations and management of the Technical Control Facility (TCF) Patch and Test Facility (PTF) 24 hours a day, seven days a week, all year long. RRC handles Defense Information System Network functions, inside and outside plant cable maintenance, property management, information assurance, and commercial and DISN telephone services.
During the past 10 years, RRC has proven its ability to provide exceptional support to NCTAMS LANT with a lean staff. We have achieved “Exceptional” Contractor Performance Assessment Ratings from the Government, demonstrating a full understanding of the skills required to accomplish Government requirements.

PAR Government Announces Enhanced Sit(x) Situational Awareness Features
Rome, New York <December 16, 2022> PAR Government, a provider of geospatial and decision support solutions for more than 50 years, has unveiled new features to its cloud-based situational awareness suite Sit(x)TM. Enhancements to the commercial Sit(x) solution, designed for greater collaboration among government and civilian public safety organizations, improves TAK interoperability and security for all users.
“Technology for front line operators has to evolve and change in order to remain relevant with the times,” Todd Krokowski, Vice President of Products and Innovation, said. “The PAR Government Sit(x) team constantly strives for product improvement and, as is the case with all our products, its evolution and testing is handled with a security first mentality. This assures an advanced solution that brings data to the edge without compromising the integrity of user data.”
Sit(x) changes include:- GvStreamer Integration – GvStreamer allows users to livestream videos whether taken from a UAS, a device, or a stationary camera securely. Users of GvStreamer can configure access to video sources from within the Sit(x) user interface. This is accessible through the Administration tab on the Sit(x) dashboard under video aliases.
- DataSync – Sit(x) now supports DataSync, which allows users to synchronize content across multiple TAK devices. WinTAK users can access DataSync to create, view, and update missions. This feature in ATAK is currently in beta testing but is expected to be released soon.
- Edit Bridge Adapters –If enabled, organizations can now create and manage their own bridge adapters. Bridge Adapters allow third party systems to send/receive data to Sit(x) groups and allows Sit(x) integrators to develop microservices to inject an interoperability layer for TAK consumers. Bridge Adapters created by PAR remain uneditable. The adapters have the same security requirements as regular connections, but their authentication strategy is more amenable to enterprise environments.
- Security and Privacy Controls – With Sit(x), your data is your data. Additional steps have been deployed to ensure data remains private through newly implemented policies and security controls.
Sit(x) is a TAK Server-as-a-Service solution based on the Team Awareness Kit (TAK) situational awareness technology developed by PAR Government for the U.S. Defense & Intelligence Community under contract to DoD. This technology has been deployed under demanding conditions by every branch of the U.S. Armed Forces over the past decade.
PAR Government created the Sit(x) TAK Server-as-a-Service offering specifically to enable real-time communication and information sharing between non-connected public safety personnel during rapidly evolving multi-jurisdictional situations, both planned and unexpected. These include large public gatherings, such as sports events or concerts, and emergency incidents related to terror attacks or natural disasters.
“Sit(x) can federate unrelated police and fire departments, U.S. government agencies, volunteer search-and-rescue groups, and even private security firms, as one coordinated entity during a major event. This saves resources, lives, and time,” Krokowski explained. “Thanks to its TAK lineage, Sit(x) opens the lines of communications between responders with no export restrictions.”
Affordable and easy-to-use, Sit(x) enables individuals and teams to communicate directly by text or symbology and share real-time full-motion video (FMV), GIS layers, imagery, GPS locations, raster maps, photos, and documents.

After being delayed due to COVID 19, the Global SOF Foundation’s Modern Warfare Week returns to the Fort Brag area Nov. 7 – 10 and includes a Demo Day, the Modern Warfare Symposium, and the Modern Warfare Expo. Modern Warfare Week brings special operations forces (SOF) community together to educate and connect on the future of warfare from a SOF perspective. When last held, Modern Warfare had more than 650 attendees with nearly 60% being military or Government representatives.
I/ITSEC 2022 – Accelerate Change by Transforming Training (ACTTII):
Set for Nov. 28 – Dec. 2 in Orlando, the annual Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) showcases simulation, education, modeling, and training technology for the exchange of information among industry, the military, and the educational communities. I/ITSEC is organized and sponsored by National Training and Simulation Association.
In 2021 nearly 13,300 total registrants were logged by I/ITSEC including 4,300 conference attendees, 6,000 exhibit personnel, 3,000 visitors, and 1,000 international visitors from 47 countries.

The team will be attending the Maneuver Warfighter Conference at Fort Benning, Georgia. Titled “Maneuvering Forces – Focusing on Tomorrow’s Fight,” the event is scheduled for Tuesday through Thursday, Sept. 13-15, and allows PAR Government to display Army-related services such as tactical awareness solutions. An estimated 27,000 active-duty members stationed at the base will be in attendance.
Just weeks later, the team will be traveling to Budapest, Hungary, to attend the Global Community of Special Operations Forces GSOF Symposium, Tuesday through Thursday, Oct. 4-6. During this event the team will be able to network with more than 50 leading specialists and suppliers. More than 400 attendees are expected at this unique military-focused event, including defense ministers, police, government civilians, industry, academia, trade press, and non-profile organizations.PAR Government is a lead developer of the U.S. Department of Defense (DoD) TAK, ATAK, WinTAK, and Sit(x) and was part of the team involved in shaping the original product as part of a 2010 Air Force Research Laboratory effort.
Since that time, we worked to integrate enterprise and tactical network connectivity into ATAK, developed a sophisticated moving map rendering engine to the product, and played a key role in the development of plug-in architecture to promote extensibility and interoperability with other systems on the tactical network.

Rome, New York <August 31, 2022> – PAR Government has secured a spot on a $4.8B indefinite-delivery/indefinite-quantity (IDIQ) contract supporting the U.S. Air Force’s National Air and Space Intelligence Center (NASIC) Scientific and Technical Intelligence (S&TI) Capability Support Services (NOVASTAR).
Prime contractor, Altamira Technologies Corp., was among the five award winners for NOVASTAR, which facilitates NASIC's requirement for research, development, and sustainment of new and existing hardware, systems, and software capabilities enabling scientific and technical intelligence production for the Air Force, Department of Defense (DoD), and national-level intelligence efforts.This 11-year multiple award contract facilitates NASIC's requirement producing technical intelligence through collection, analysis, planning, processing, dissemination, archiving, and associated activities for NASIC, the Air Force, DoD, and national-level intelligence efforts. Because it is an IDIQ, the amount accounts for time and materials, cost reimbursement, as well as labor hours.
As a subcontractor, PAR Government was selected for our research and development capabilities.

Defense Information Systems Agency Picks PAR Government’s Geospatial Suite of Programs to Rapidly Aid Warfighters
Rome, New York <August 26, 2022> – PAR Government’s geospatial suite of programs has been chosen by the Defense Information Systems Agency to help support the Global Command and Control System - Joint (GCCS-J). Pronounced “Geeks-J,” this contract has a value of more than $700,000 for a total of $1.17M over three years.

Todd Krokowski, Vice President of Product and Innovation, explained GCCS-J is the DoD’s effort to create a secure, interoperable system designed to meet current and future warfighter requirements.
“This program provides Common Operating Picture (COP) capabilities,” Krokowski said. “It provides situational awareness in the form of layered maps to 800 different DoD and military sites.”
GCCS-J gives viewers eyes on several physical locations, such as battlefields or other hot spots, incorporating geospatial and other data. This replaces outdated systems where its oldest components were 20 years old. Long time in the making, GCCS-J began back in 2019 but budgetary constraints and later the COVID pandemic slowed progress on the program.
PAR Government’s GV-XTM, the next evolution of GV3.0TM, compliments the GCCS-J system. Flexible, resilient, and accurate, GV-XTM displays panchromatic, multi-spectral, hyperspectral, SAR imagery and video, and related metadata needed for deep analytics.

PAR Government Appoints Dr. Scott Grigsby Director of Data Science

“This newly created role signals PAR Government’s efforts to streamline our data science, machine learning, and artificial intelligence efforts,” said Dr. Leah Rowe, Executive Director of the company’s ISR NCR/Dayton. “Dr. Grigsby’s leadership and focus will strengthen our ability to deliver data driven solutions in the areas of adaptive data analytics, AI dataset production and evaluation, and media forensics to the tactical edge.”
Dr. Grigsby directs analytics research efforts at AFRL/RH, DARPA, and the Joint Artificial Intelligence Center (JAIC). “PAR Government has always been a leader in data science, which is why I jumped at this opportunity at the start,” Dr Grigsby said. “From our research in data analytics to efforts in media forensics, PAR Government helps the military, first responders, and other organizations, identify issues or threats so they can act swiftly.”
Prior to his current role, Dr. Grigsby was the principal investigator for robotics and unmanned systems at Soar Technology, working on the Army Sapient Program as well as on the DARPA C-BOCA Project.
From 2012-2016, Dr. Grigsby worked as chief scientist for aerospace and cyberspace technologies at Ball Aerospace. He was also the program manager on the Semi-Autonomous Motorcar (SAM) Project which modified and integrated a 2014 Corvette C7 Stingray car with a human-to-machine interface, allowing a qualified quadriplegic driver to operate it under racetrack conditions. The SAM Project won the 2014 IET Innovation Award to Intelligent Systems as well as the 2014 SAFE Association Team Achievement Award. Learn more about the SAM Project.
Dr. Grigsby also served as a community voices producer for WYSO, addressing precision medicine. He served as vice president at Sytronics Inc. from 1999-2012 and was a senior scientist at Logicon Technical Services.
A graduate of The Ohio State University, Dr. Grigsby earned his doctorate in biophysics. His post-doctoral research at the College of Optometry involved the study of chromatic and spatio-temporal processing in patients with and without optic nerve and post-chiasmal disorders. He received his Bachelor of Arts degree in physics and astronomy from Lycoming College.

New Hartford, New York, 21 December 2021PAR Technology Corporation (NYSE:PAR) today announced that the U.S. Navy has awarded its subsidiary, Rome Research Corporation (RRC), a five-year $15.2 million contract to provide uninterrupted operations and maintenance (O&M) support at the Global Information Grid (GIG) facility in Lago Patria and Sicily, Italy. RRC is a leading provider of large satellite gateway O&M services providing interconnectivity to all facets of the Department of Defense (DoD) and has supported the Lago Patria facility since 2005.
The Naval Satellite Communications Facility - Lago Patria is a premier DoD satellite gateway site supporting a global network of information capabilities, processes and personnel. The facility supports collecting, processing, storing, disseminating and managing information on demand for use by military commanders, policy makers and support personnel. The facility supports wartime and peacetime strategic, operational, tactical and business functions spanning U.S. DoD, national security and related intelligence community missions. Additionally, it provides interfaces to coalition, allied and non-DoD users and systems around the globe.
At Lago Patria and other locations, RRC’s technical staff support commercial and military satellite communications (SATCOM) systems. For this project, RRC will apply its deep expertise of multi-band systems operating from 300 MHz to 300 GHz. RRC will be performing O&M duties on various baseband equipment and terrestrial transport systems in service of deployed tactical and strategic users. RRC’s expertise includes mission planning, activation, engineering and installation of low-level circuitry and includes critical communications security (COMSEC) support.

I’ve had the fortunate opportunity to work with Matt closely during my tenure at PAR and have left every interaction with an appreciation for his intellect, sense of ownership and character. Leaders are hard to find, leaders like Matt almost impossible. Matt will leave a legacy of consistently driving excellence and delivering committed results to the company and for our shareholders. PAR Technology Subsidiary Announces Largest Contract in Company History $490.4 Million Single Award IDIQ Contract with U.S. Air Force Research Laboratory Information DirectorateRome, New York, 3 November 2021
PAR Government Systems Corporation (PGSC), a wholly-owned subsidiary of PAR Technology Corporation (NYSE: PAR), today announced that it has been awarded a $490,400,000 ceiling, single award, indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee completion and firm-fixed-price type orders for Counter-small Unmanned Aircraft System (C-sUAS) software, hardware, and technical documentation. This is the largest single contract award in PAR’s history.
This contract provides for research, designing, prototyping, testing, evaluation, operational evaluation, experimentation, integration, technical installation, transition and support through initial operations of C-sUAS technologies.
Commenting on the award Matt Cicchinelli, President of PAR Government stated, “We are pleased that the Air Force has shown confidence in, and selection of PAR Government to support this important solution development and integration program. PAR Government will utilize our technical in-depth experience and knowledge gained over decades of working with the Department of Defense to accomplish the requirements of this important effort.”

This award is the result of a competitive acquisition. Fiscal 2021 research and development funds in the amount of $5,700,000 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-21-D-1100).

PAR Government to Unveil GV-X™ Enhanced Geospatial Imagery and Full-Motion Video Viewing Package at GEOINT 2021Rome, New York, 21 September 2021
PAR Government, a provider of geospatial and decision support solutions for 50 years, today introduced GV-X™, a completely redesigned and upgraded version of its popular Gv3.0™ raster imagery and full-motion video (FMV) viewing package. The new GV-X™ will appeal to traditional geospatial end users, especially those who perform analysis of FMV from unmanned aerial vehicles (UAVs) and other remote sensing platforms.
PAR Government will introduce GV-X™ at GEOINT 2021 and perform demonstrations in Booth 2514 in the exhibit hall. GEOINT 2021 is being held Oct. 5-8 at the America’s Center Convention Complex in St. Louis, Missouri.
“GV-X™ is faster, more user approachable and offers numerous new capabilities for visualizing geospatial imagery,” said PAR Government President, Matt Cicchinelli. “The sweet spot for GV-X™ continues to be the access it provides FMV users to the metadata embedded in video streams that allows for advanced geospatial analysis.”
PAR developed the Gv3.0™ solution nearly 20 years ago as a government-off-the-shelf application for use exclusively by the U.S. Defense & Intelligence and GEOINT communities to view and analyze various types of raster imagery and FMV captured by satellite, drones and manned aircraft. After government support for the application ended with build 985 in 2015, PAR re-introduced Gv3.0™ in mid-2019 as an affordable commercial product available to all. The commercial version has updated many of the older open-source dependencies and migrated from Java 8 update 48 to the current release of Java 11 to comply with latest security requirements.
The new GV-X™ builds on the foundation that made the original product so popular with geospatial users. It reads many data files common in the GIS and GEOINT communities, including the National Imagery Transmission Format (NITF) and NATO Secondary Imagery Format (NSIF).
The application has been widely embraced by the Defense-Intelligence community due to the fact it enables viewing and editing of KLV metadata (sensor type, geolocation, annotations, etc.) in the video stream that are vital for location-based applications and wide-area monitoring.
Enhancements to GV-X™ include a modernized user interface that fully leverages the 64-bit Windows10 environment and makes the software easier to access. Additionally, the underlying code has been rewritten and streamlined resulting in faster processing and functionality. Large raster files that once took minutes to load now render in seconds.
In addition to the enhanced graphical user interface, GV-X™ features numerous new capabilities, including the following:
- Intelligent Video Error Handling – With numerous UAV and airborne video systems on the market, file and format incompatibilities are inevitable. GV-X™ has built-in intelligence to identify errors in video files so they can be corrected by the user.
- Synchronized Video Play – Along with overall improved video performance, all videos in the project tab can be controlled with a single set of commands.
- Real-Time Frame Resolution Changes – Modern FMV systems, especially those used in the Defense & Intelligence sector, can switch from one format to another on the fly – high-resolution optical to lower-resolution thermal infrared red, for example. This switch also changes the pixel resolution of the video frame which other viewers are unable to handle. The new GV-X™ displays these videos flawlessly.
- Multiple Video Formats – GV-X™ continues to support all popular image and video compression formats, including the latest and most popular H.264 compression (also known as MPEG-4 Part 10), as well as H.265, MPEG-2/4, M4V, VP9, and WMV.
- Latest Version of STDI0002 – The updated GV-X™ now supports many more of the newest tags from the Compendium of Controlled Extensions for NITF

The certification is based on a corporate planning process that has adopted and implemented risk planning elements consistent with the new and enhanced requirements. The evidence collected during the assessment reflected the outcomes of the ISMS support, were consistent with the current strategic direction of the organization and generally met intended outcomes.
A Best Practice was noted due to PAR Government process maturity, leadership and depth of the documentation to include continuous improvement, as well as lessons learned. The methodology used for the certification assessment audit was performed remotely through interviews and samplings. All planned audit objectives were achieved.

The methodology used for this audit was via remote observations, interviews and sampling. The audit was conducted using Information and Communication Technologies including Teams, Smartphone Technology and Audio Bridge. All planned audit objectives were achieved. Despite the remote methodology, there were no connectivity issues that adversely affected the audit.
